I have a drupal 6.5 installation on which I use the public download method. I've justg noticed that I have folders called css & js, in which there are multiple files with .css & .js extensions in each folder. I didn't put them there myself - are they created automatically by drupal? For what purpose?

If you chose to optimize your CSS and JS files under Performance settings, that's where Drupal creates those optimized files.
