DBA module does not backup empty tables

This module does not appear to backup tables without any data rows in them.

When I go to administer >> database, click "select all" and then "Backup," all of the table names are correctly listed on the "Backup tables to local computer?" screen. However, once the SQL file has downloaded, it's missing table definitions for all of the empty tables.

While this behaviour could be "by design," it does make it difficult when trying to replicate a database structure from one site to another, because there will be errors about missing tables (term_synonym, comments, etc.).
