I can't even do the first step of creating a bulk operations view since I can't save a view as a "Bulk Operation" view type. I've checked that the module is installed and activated, what can I do?

"Bulk Operation" doesn't show up in the View Type. In View Type, you choose the type of objects that will show up in the view, such as nodes, users, comments, etc. When you have chosen the view type and press Next, you get the main view admin screen where you build up your view. In it, there's a Basic Settings section, where the Style attribute contains the option "Bulk Operations".

The readme.txt file needs to be WAY more specific, because right now, this is what it says in it's entirety:

"Create a new (page) view and select "Bulk Operations View" as the view type. You will see a view form similar to that of admin/content/node."

Even now, it still doesn't make sense to me.

I tried changing the style to "Bulk Operations", and got an error pop-up that just says, "An error occured at: http://*****/admin/build/views/ajax/display/taxonomy_term/page_1/style_plugin."

I updated the README file in the latest dev. As for the error you mention, you opened a new issue for it so let's keep the discussion there.

I have the same problem. The bulk operations can not display the operation. So, the system can not execute.
