I am a new bee. Want to use it as a conference proposal submission system. Can anyone give me advice on what module to install. Thanks.

There are several different approaches. If you want the submissions to be private, use the Webform module. If you want them to be public (and potentially voted upon by the public), use the Content Construction Kit (and perhaps Fivestar + VoteAPI). Take a look at the open process used to plan Drupalcon.
