Empty package

I have 2 drupal package file empty(only few byte) about the italian translation and i dont know why. All can see it on http://drupal.org/node/11098/release (Example. it 6.x-4.0)
I wont a package of the commit about the export of l10n server (this export have many directory and a lot of file)

I followed this step:
-I commited all of translation (I use l10n server) file/directory by CVS
-I built a new branch (DRUPAL-6--1) and set it for all file/directory
-I built a new tag (DRUPAL-6--1-1) and set it for all file/directory
-I opened http://drupal.org/project/it and asked a new official release

Result a new file with a license file!!

I think that something went wrong,
I googled 1 day but nothing ,
I re-tray with one file in root directory ... but i cant fix my problem!!
What is wrong in my procedure?

It's really strange that I can get all file with the cvs client (i can extract exactly DRUPAL-6--4-0 revison!) but the script dont get all file but only the file in the root!!

Wath i can Do? I must put a big file .po at the old way?
