in your drupal directory there is the following:

sites/default/settings.php

You need to edit settings.php to reflect your database username and password.

* Database URL format:
* $db_url = 'mysql://username:password@localhost/database';

* and the Base URL:
*
* The URL of your website's main page. It is not allowed to have
* a trailing slash; Drupal will add it for you.
$base_url = 'http://astbill.com';
