Issue Summary
I am using Drupal 5.9
I am able to access Administer > Site Configuration > Legal in the MS Internet Explorer but not when I try to access this in Firefox or SeaMonkey. Instead of the configuration page I get a nearly blank page with only the message:
"disable rich-text"
This text underlined to indicate it is a link to:
javascript:mceToggle('edit-changes',%20'wysiwyg4changes');
The webpage this is displayed in seems to be in an indefinite state of loading in both browsers.
I have the TinyMCE module enabled with PSpellShell. The Firefox version is 3.0.3. The SeaMonkey version is 1.1.12. I am running it on my local machine using Wamp.

Not supporting the Drupal 5 version any more.
Can't reproduce the problem on Drupal 6 version.
