Can it be possible for certain roles to be able to approve other roles?

Eg.
Teacher role applications can be approved by Head Teacher / Principal
Student role applications can be approved by Teacher
etc.

I was thinking of trying to do this with more granular permissions. I'm not sure that's the best way. Thoughts anyone?

I think we just need the permission "Can approve / deny {role} applications" for each role. This then allows access to example.com/admin/user/apply_for_role and only shows the applications the user has permissions to see.
