It would be great to define a special permission for exporting translations (downloading them). Also, it would be great if each translation has a fixed URL, so it would be possible to create a "Download the German translation NOW" link.

Added an "export templates and translations" permission which is now required to be able to export stuff. Also, fixed some menu issues in http://drupal.org/cvs?commit=148431 If you have other issues, please open another in the queue.

Slightly refined in http://drupal.org/cvs?commit=148446 (made the export permission dependent on the generic access permission as well and renamed it for consistency with the import permission).
