I am thinking of using drupal to run a corporate site. Is there a way to set permission levels for content? The current site has 3 levels, normal access open to every one, pages available to paying members, and pages available to partners. Does Drupal offer a way to set this or is there a module for it? Or is this something that would have be done custom?

Yes, You can use Roles and these modules workflow, Admin Role, Moderate, Node Access Control, node privacy byrole, Nodeaccess, Rolespecific Node on the basis of your requirements.
