Also, here's the exact wording from Dries:

The "Automated aliases settings" should live on the settings page as "URL alias settings".

I think what would be better is

Core path.module:
admin/build/path - 'URL aliases'
admin/build/path/list - 'List'

Pathauto:
admin/build/path/patterns - 'Patterns'
admin/build/path/settings - 'Settings'
