Massa,

I checked out the fr.inc file as I'm French and I was thinking maybe I could create it. Well... it existed already, but the list you have includes names of departments + regions and a "weird" letter in front of the department number.

I propose the attached patch that will make more sense to most French people.

Alexis,

you need to remake this patch, making sure that its coded using UTF-8. Otherwise, the special characters on French will break.
