I am starting a site for our County (unofficial) where residents can create their own blogs.
I need a system where blogs would be put on the front page, perhaps with a "Special Selection" blod sticky at the top for hand selected blog posts....or maybe a system where users vote on a blog post and those with the highest votes are put on the front page (sort of like digg.com in this regards).
Will Drupal allow many users to create blogs with a front end where newest or highest voted blogs would be seen easily?
I started to try WordpressMU but they seem to want money for the functionality I need, but have no money to do.

Wordpress MU per se asks for money ? I dont think so.
But you are at the right place now, Drupal can do multi-user blogging just out of the box.
These can be set to appear on the front page automatically, the latest one being at the topmost.
There are many other, in fact innumerable possibilities that you can do with the blogging with help of some additional modules.
Ed : You need Drupal 5x or 6x, 7 is not ready yet

Looks like it never got posted and the developer seems to have drifted away from drupal. The core blog module is also multi-user.
