Hello from me,i am new in this forum and i would want to know if drupal has this ability?Can i import html pages created with dreamweaver as drupal page template?

not as far as i know, but i'd recommend reading the zen theme guide, as once you've looked at that, it's not so difficult to convert an existing html file - you just have to define your own theme and then put the relevant bits of PHP in the appropriate place
