Show only two-digit languages when adding languages to a country

When adding languages to a country, we should filter to show only two-digit languages (e.g., 'en'). If we have associated 'en' and 'fr' with the country 'ca' (Canada), we can then infer the other languages as well as needed ('en-CA', 'fr-CA').
