Hello,

Can this module control the creation of a specific content type node by buying a right to create it?... (ie. paid classified ads).

If not, since it appears that you work frequently with UC, is it there any other module (or a UC integrated feature) that can do that already?

I'm beginning to evaluate all commerce options to try to incorporate on my project.

This module does not affect node creation. You might consider checking out http://drupal.org/project/uc_node_checkout. For this you can simply default the nodes to be unpublished and then publish them after the user checks out.
