All links in language switcher block get 'active' class

Presumably this happens because they're all to the current page and language negotiation doesn't trigger language prefixing.

Not sure how to address this though... Possibly we do the opposite of what we do in the country_code block. That is, we would manually add a prefix to links that are not for the current language.
