Issue Summary
Use CSS menus instead of JavaScript. Wasn't there a push for this earlier?

I'm agree with Rob Loach, because if Javascript is disabling, we have not menu.
Is it foresee?

Hi Rob,
The link that you offered is not working anymore. And I'm not too sure I understand the concept. How do you attach a menu to the <body> tag with CSS?!
If you want that, then something like Nice Menus may work better for you... although they are using the same JS mechanism.

This was an old issue, I'm closing it. There is another issue in regard to getting the menu in case JavaScript is not available...
