Community tags is a great tool which gives users the oppurtunity to classify site content and it also allows a content to be tagged by the same tag multiple times. However, from my experience, people usually do not spend time on retyping existing tags of a node. So i thought of an alternative user-interface, where this feature can be implemented in a more attractive and user-friendly way. It is very simple: add an existing tag to your terms by clicking on it, just like the way an existing term is deleted from your tags. Here is a mock-up to illustrate this process:

I implemented this without looking at the mockup above (oops). I used checkboxes which has added benefits of a) showing which of the "all tags" terms the user has tagged, and b) allowing untagging from the "all tags" list. However using checkboxes duplicates the functionality of the "my tags" list (I suppose you wouldn't need my tags), whereas the example above complements the "my tags" list nicely.

Perhaps there's room for both styles. If you want both - shout loudly!
