If one create a vocabulary from private group is logic that:

the vocabulary
1) should be visible in the menu not for anonymous users, but only for logged members;

2) in advanced search not should be visible for anonymous users, but only for logged members;

Only the posts are not visible, but Vocabulary and its terms are always visible.

Taxonomy access should be implemented by another module.

Look that is not same things.
I would simple, when a group's owner maked a private vocabulary, not to see it in menu and in advanced search for not authorized customer (anonymous and other groups not must to see those vocabulary).

With tac you cannot to have this.
With tac the group's owner must to have access at tac's panel; but so can manage all roles also that of the superadmin and also that of other owner's group. And this isn't correct.
It also must to have access at role mangement, and also this isn't correct.
So tac isn' t solutions.
