Panel layout settings and Panel content settings showing up on all content creation forms

The "Panel layout settings" and "Panel content" tabs are showing up on all content type forms, including the profile creation form (which is not a panel type node). This is a problem since we do not want regular authenticated users to see these panel editing options, as it is confusing and not for them. These menu options show up on all content types.

We have tried disabling access administer, view, change any panel settings for unauthenticated and authenticated users. Problem remains. We do not want to disable the Panels module, as we need it for other page creation purposes. Don't know if this is an alpha bug or setting that we've missed. We've tried many. Please advise.
