Content moderation without administer nodes access

I would like to have a node moderation / workflow system without having to give my moderators "administer nodes". The main reason for this is that I'm using taxonomy_access for restricted content (restricted from the moderators in some cases). I would like these moderators to have the ability to view unpublished nodes and toggle the publish flag on any node they can update according to node_access. I've looked at the code to some degree and couldn't come up with a clean way to implement this.

I saw workflow.module referenced on the forums, but it looks like it hasn't been touched in some time. Is this what I'm looking for, or is there another project or patch somewhere that I've missed?

I am currently looking to setup exactly the same thing, but unfortunately Taxonomy_access does not grant roles permissions to view unpublished items, or items in the moderation queue.

Can anyone help out? Perhaps taxonomy_access can be extended to work with unpublished nodes.
