Make settings easier to find

Description
The settings page is a sub-page of User Settings, so it is not visible from the main admin screen. This page should be at least moved up a level.
Better yet, the role checkboxes should be form_altered right into the roles admin screen. I am not sure how feasible this might be, but it would be ideal.
