I tried this feature and it does not work.

Something is added under term I chose as "Extra Parent for new terms", but not user entered tag. Taxonomy Manager shows + sign as if there is child term, but nothing is shown there, core taxonomy module shows nothing. My guess is that freetagging widget saves empty value or creates term with no content or something like that. Could that be?

I just tried this feature on my test installation and it did work.

Two possible problems that come into my mind:
1. maybe your vocabulary isn't hierarchical. go into the taxonomy administration, create some hierarchies and save (then your voc should be updated to be hierarchical)
2. Term from extra parent is not from the same voc as selected in the voc settings.

closing this issue, because it's already very old and no updates.
furthermore, it's now possible to insert new tags into a different voc (which was the problem here, as far as i can see)
