WHITE SCREEN OF DEATH - prior to install, IIS, Win2003, php5.2, Drupal 6.5

Hello,

I've followed the Installation Guide for Drupal 6.x (a couple of times) and I cannot get passed the blank white screen of death upon browsing to the root to initiate the install. I've also tried searching the forums and Troubleshooting guide and found similar problems but not using IIS and none recently with this version of Drupal (which seems to be the main difference). I also tried version 5.x of Drupal with same issue.

- PHP runs fine confirmed by www.bccsecure.com/test.php
- Enable default content type in IIS for the site has been changed to accept index.php only.
- Checking php error logs does not point to a problem.
- MySQL is configured and seems to be working fine.

I have a dedicated Windos 2003 sp1 server running on Rackspace, (Rackspace could not figure out why it is not worker either.)

If anybody has any suggestions, it would be greatly appreciated.
