Hard error with locale

Description

1) I choose None on page /admin/settings/language/configure ("...users may (optionally) select a preferred language on the My Account page." )
2) I setup default locale for the site of En (error.png)
3) I choose the Russian language on the user profile site (/user/NNN/edit) (Russian.png)

I see the entire site in the English locale :(

You need to set to 'Path prefix with language fallback' on 'admin/settings/language/configure'. If set to 'None', user language preferences will be used only for site e-mails.

I think that my version is convenient (this works fine in version 5.x)
Why this not work at 6?

I do not want to use prefix. I want to specify only in the local user profile...

Sorry, but I think this is a big error. (I have a lot of links to /node12. Now all links should be /en/node12?)

I do not want to use the prefix. I want to set in the "My account" only!
This works fine in version 5.x.
I do not see any obstacles to return it back

The behavior of D6 is by design and will not change. So this is a feature request, duplicate of #282178: Language negotiation overhaul.

I must use a separate module for the simple and understandable things?

Please don't open duplicate issues for 6.x and 7.x versions.

Any change has to go to the most recent version first, then eventually backported.
