Editable Hosts in table votingapi_votes

Hi,

due to some changes in the advpoll-module (Cookie-Restriction instead of IP) I needed to add the possibility to put not only the IP-Address into the host-column.

Todo might be to change the columns name or to add a new column for this. However I post the whole patch, including both, the changes in vortingapi and the changes in advpoll.

Maybe anyone of you have the possibility to test or use that.
