permissions for menus

I want to create a role which is "content editor". They should be able to edit any content & put it within the pre-existing structure of the site menus, but not change the menus.

If I put menu module > administer menú DISABLED they cannot modify the menu, but nor can they get access to "menu opcions" when they are editing a document in order to place it in a menu.

Is it not possible separate these two functions?
