When you go ot "Administrator | Blocks", you can set their weight.
Does anyone know if there's a difference between negative weight (eg -3) & positive weight (eg 5)?

think of it in terms of 'light' and 'heavy'
There is no real difference between negative and positive weigths as such. The weights are always compared relative to each other. The block/term/node with the lightest weight will be displayed at the top of lists, followed by the second lightest, etc.
So say you have 2 blocks, then assigning them for example -10 and -9 as weights, will result in exactly the same as assigning 4 and 5 (in that order). -10 is lighter than -9, and 4 is lighter than 5.

a little trick
there is also a little trick - I use you that may be of some help to you in the long term.
When I assign weights, I skip numbers - usually like
-10
-6
- 2
3
7
11
like that - this way if I have to add something later - I can usually find a place to wedge it in without having to redo my structure. This is a simple, yet powerful stucture tool - I use it everyday.

But how can you get the number "11"? The maximum is only "10".
Is it a typo or something else? :)
That depends...
The values in the weight lists are not always the same. For example, for blocks and terms, the available weights range from -10 to 10, but for example for book pages they range from -15 to 15. There are a lot more elements than just blocks that use weights.
