Actions: validate threshold for 'global' flags

Description
The Actions from lets user pick a number for the "reaches"/"fall below". Global flags, however, always have a '1' threshold. Are we preventing users from typing some other number here?
It might be that users are falling victim to this usability bug:

I'm marking postponed because I don't work on the Rules integrations. Patches gladly accepted here.
I've committed this patch to flag_actions.module to prevent similar confusion.
