How to find a theme like this?

Hi,

I am searching for a theme that's basically similar to this webpage:
http://servers.rahul.net/servers/
I am only referring to the fixed navigation bar at the right side, but I need it on the top. So I need a theme that has a fixed header on the top. How can I find this?

I would page through the available GPL themes on drupal.org first and see if you can find one that comes close to what you're looking for.

Alternatively, you could start with one of the started themes (i.e. zen, framework, basic, hunchbaque, etc). Most themes have primary links and sidebars builtin.
