Is there a way to promote a user to administrator status?

Or do I have to create a role with access privileges to everything and assign a user to that role? If that is the case, then that must mean that only user with uid=1 can have "Super Administrator" access.

Somewhere I read something about giving a user administrator privileges, but I can't find the page again.
