I noticed that the Mailman Manager link on a users edit profile page continues to be available even when "access mailman_manager" is not set. I double checked this with an authenticated user who isn't an admin. This essentially creates 2 "Mailing Lists" links, with only the User Mailman Register link working. The other gives a Page Not Found.

Has anyone else experienced this?

You found a hook menu implementation bug which affects both mailman manager and user mailman register. As soon as i've time i'll work on it.
Refer also to #327995: Mailman Manager profile link is available even when "access mailman_manager" is denied

A fix for mailman manager is avaiable. Please check the above related issue and let me know.
If it works, i'll update also the user mailman register menu system.

Forgot to say that user mailman register has also the option to display the subscription form in user edit settings instead of in its own category.
