if you're talking about feedapi stuff, where little nodes are generated from the feeds, then sharethis module and service links module both will let users post to other sites like facebook or whatever
if you're talking about 'internally' blogging it, like on your site, check out: http://drupal.org/project/custom_links (i believe you could make one of those links into node/add/blog and logged in users would be taken to the new item -but i'm not sure about calling the token for the previous item's title!
you could look at comments as nodes (a module) in which case the comment becomes like it's own posting under the author's name, which is kinda like a blog depending on what you call it (You could tweak the author's page to show these 'comments' as something called 'bloggings' or whatever)
