cost estimate needed

I'm looking for an estimate (a range) of what it would cost to implement a Drupal site with the following features:
1. Different template for home page and internal pages
2. Custom design (not a standard theme)
3. Image-based navigation (image rollovers) (optional)
4. ONLY admin feature would be to update content on pages

Can you also give an estimate of the lowest amount I would have to pay for a very basic Drupal site, the ONLY feature being the ability to update content on different pages?
