Select if Term get a Menu entry

Hello,
i would like to see that you can select the condition under which a term get a menu entry or not.

I want it for a special thing:
new made tags unter free tagging have normaly no parents and are shown with the normal parents till they are rearranged.

now i would like to filter thees tags to be not shown -> only show tags with childs or parents.
