I need a site built in Drupal—it's all designed

I use Dreamweaver, but I think I have to use a CMS on this one.
I design all the basic pages in Photoshop. I realize I may have to adapt it to Drupal's capabilities—I am new to using Content Management Systems. My goal is to be able to easily add and author simple bio pages, update news items, and other basic text-oriented content. There is a little issue involving logging in users/members, then retrieving and displaying information—this can be discussed.

So you get a feel for what I want to doing: Here are some of my sites:

This site I'm discussing here looks like the above: design-y home page, standardized second level pages. I'm organized and clear about the functionality I'd like to have. There will be about 4 or 5 different layouts.

I'm in Brooklyn, NY so I'd like someone in my region who can build this kind of site. Also—given the economy, and the fact that this is a new business launch—this needs to be reasonably priced. I'll make it easy for you and do all design, if you make it reasonable for me!
