Help for Photo rating site needed

I would need some help (paid service) building a photo rating system for my site. Requirements:

- Image upload
- Image Description fields (Drop down)
- Images go to a rating queue when uploaded
- Registered Users can rate Images on rating page
- Only Images which successfully passed the vote will be accepted on Page
- Number of votes needed and average voting needed to be accepted to be changable from admin
- Admin rating is final (no other votes needed)
- Images which have not be accepted to be deleted after certain time
- General Album and User Albums with accepted Images
