Search bar only appearing when logged in as administrator

Hi everyone,

I'm using the YUI-Framework theme as requested by my client, and I've never worked with this before so I am not entirely certain if this will be a theme specific problem.

Despite being set to be visible for all users, neither hard coding the search bar nor activating a block in my desired region serves to display the bloody thing: except when logged in as an administrator.

Guidance? I'm hoping this is an easy answer. :/
