How do I install new languages without translating the user interface?

I need to have pages in en, es, zh, pt, fr, and ru but I only read English (I can fake my way through the French and Spanish - but not the russian or chinese). I notice that although I think that I did all the installations the same way none of the interface is translated to chinese but all is translated to spanish and some pieces are translated to russian and french.

It would be real nice to be able to set preferred language for the interface, on user-basis. Like /user/%/edit , but for the whole interface, regardless of the contents language.

I've looked but haven't found a module that worked.

I've looked into writing som kind of module myself, but haven't found where to start yet.
