this would appear to cause the 'endless' hanging upon submit (if devel module is enabled and the block is on the page, like page load time, queries etc)

once i disabled devel module it worked perfectly again ;)

this impacts not only admin, but also any registered user on my site who attempts to submit feedback while devel module is enabled (assuming because of how it's gathering for queries?)

...and it affects 100% of all modules that implement AJAX/AHAH-driven dynamic page contents. In front of creating such issues, you should double-check whether it makes sense to file them against innocent modules like Feedback at all.
