Abstract start/end dates to a condition sub-module.

There has been some discussion about this on irc and everyone is agreed that we need to move dates out into a condition sub-module.

This seems to be what we need in the condition module:

• Discount expires at time/date.
• Discount starts at time/date but does not expire.
• Discount starts at time/date, then expires at time/date.
