I've noticed when you make a sub-theme the theme-settings.php file from STARTERKIT doesn't include everything from Zen's theme-settings.php. To see what I mean enable the Zen theme and go to /admin/build/themes/settings/zen at the bottom of this page are "Theme-specific settings" that include useful things like "Breadcrumb settings" and wireframes. I often use wireframes as they were included in the Drupal 5 version of Zen.
I was also thinking we should keep "Layout method" to make it easy for sub-theme developers to develop a liquid and fixed design.
