Your version of the GCG module is basically unusable at this point. The old GCG works fine.

Nothing is saved to taxonomy and I also get this warning:

warning: array_merge() [function.array-merge]: Argument #2 is not an array in /home/public_html/drupal/sites/all/modules/drupal-contrib/gcg/gcg_taxonomy.module on line 70.

I apologize. Your version of the module is working. When upgrading from the old GCG, the vocabularies must be "rebuilt" using the internal mechanism or else that warning pops up.
