Sceduled permission for "post comments without approval"

I need a simple module that can let us choose the permission for "post comments without approval" on the "comment module" based on time of the day, and day in the week.

Reason: We do not want people to be able to post comments without approval at night and during weekends/holidays when we are offline and can't remove posts quickly.

The developer will be allowed to contribute back to the Drupal project.

This might as well be a module that can let us choose Sceduled permissions for all our modules, but I only really need it for "post comments without approval".
