For this module to work, the user currently has to know to use the special go href format, but it would be good if the user could use normal a href links and have the module automatically treat those as Gotwo links so that a disclaimer page can be automatically injected for all user-submitted links.

If I remember correctly, there is a module available that does this... but it's not the gotwo module... cannot remember the name.

People should better learn about links. I would also like to have outgoing links without a disclaimer text mixed with ones having a disclaimer.
