Rename admin.inc file to views_ui.admin.inc
This issue started here: #325885: Identify submodules for filtering, export

I think this file is wrongly named.
@merlin: Do you need some arguments or do you agree that this file should be renamed?

No, please keep all of Views in the same .po file. I cannot guarantee that admin.inc will only ever be used by views_ui (in fact I am sure there are instances -- mostly used by other modules -- where it is not). While for other packages separation is a great idea, in this case, I think it would be a bad idea.
