More on Verbose option - decide who can see the alias changes information

Description
Hi.
Currently there is a "Verbose" option, in which we can decide if alias changes (except during bulk updates) should be displayed.
However there's no way who can see this information.
It would be great if:
- we can set who can see the "alias changes" information (it's to do with role, access controls)
- the "alias changes" (including bulk updates) info can be saved in logs

I think this would be a nice thing to do so I'm assigning it to myself for 5.x-2.1.
If someone needs it sooner than I get to it, feel free to provide your own patch.
