%1 not available in views arguments

In creating a directory view for location enabled nodes in the following format (Country -> State/Province -> City) - the variable %1 returns nothing instead of the country code. So the url becomes Directory -> [blank, with correct url] -> %2 State is correct -> %3 City is correct -- the breadcrumb has the correct url but the text is blank.

Any idea on how to fix this?
