I am using XP/sp1. I installed Drupal 6-6 per instructions. I have the latest Xampp installed with the latest Apache, MySql, Filezilla and Mercury. Everything is working peachy-keen on Localhost.
I have installed the downloaded modules in C:\xampp\htdocs\drupal\sites\all\modules. The downloaded modules which I cannot see in admin > site building > modules are the following:
cssedit 6.x-1.x-dev
e-card 6.x-1
footermap 6.x-1.2
GMap-6.x-1.0-rc2
i18n-6.x-1
language icons 6.x-1.0
pathauto-6.x-1.1
simplenews 6.x-1.0-beta5
taxonomy_image-6.x-1.4
translation overview 6.x-1.0
views 6.x-2.1
views slideshow 6.x-1.0-beta
wp comments 6.x-1.0
Not one of the contributed modules are showing up. None.
I tried first with Zen, no joy. Then switched to Garland but... still no joy. I have run cron, restarted, cleared the cache, backed up and ran php update.
I have read ALL the relevant posts regarding this issue, which SEEMS to be fairly common, however... beyond the suggestions of suggesting the modules are placed in sites\all\modules (already there) or suggesting write permissions need to be granted (this isn't Unix) I cannot find anything that suggests how to fix this. And anyone who has had problems with this seem to have dropped off the face of the Earth.
I am positive this is some easy thing I have overlooked in my complete and utter n00bness. Help please? How am I screwing up?

I wonder if SP1 is stopping something from working properly. No probs here with XAMPP running on SP2 or 3.
Also the PHP process needs (obviously) *read* permission to the module folders/files.

Did you decompress the module files you downloaded so that you have a folder for each of the modules under sites\all\modules? For example, you would have a folder named "pathauto" with some files in the folder. You would not have a file named pathauto-6.x-1.1.tar.gz or pathauto-6.x-1.1.tar in sites\all\modules.

Thank you so MUCH, ScoutBaker, that was the thing I did NOT do! I had unzipped the modules, but had not decompressed them, so, of course, they didn't work.
D'oh... now that I know, it's completely obvious.
For anyone else who comes along with the same issue and is (nearly) as n00bish as I, there is a handly little open source decompression utility, found here http://www.7-zip.org/
